If one views the bylaws as a contract, the principle is that ambiguity is settled AGAINST the drafter of the provision. Perry should still be an LPRC member. Note that this provision is poor to begin with, as I pointed out when I mentioned that it would not allow me to endorse a candidate in a race where no Libertarian is running.
